Features of Logging in the Republic of Belarus

The forest is one of the main natural resources and plays an important role in the life of the entire planet. Humanity cannot do without the use of wood. Products made from it surround us everywhere. It is an irreplaceable material for creating many everyday items.
That is why proper forest cutting, environmentally friendly processing and use of wood, as well as competent forest management, are priorities for the domestic policies of many countries and are also reflected in the legislation of the Republic of Belarus.
In Belarus, timber harvesting is mainly regulated by the Forest Code of the Republic of Belarus and the Forest Cutting Rules.
The main idea behind these documents is the priority of forest reproduction over exploitation. In other words, despite the importance of the logging industry, the fundamental principle remains the preservation and increase of forest resources.
Both documents define, systematize, and standardize all issues related to logging, reproduction, conservation, protection, and accounting of forest resources, as well as their maintenance.
Forest Cutting Rules
This document defines and systematizes the types and methods of cutting, their application in different forest categories. The Rules also describe and regulate the measures required to restore forest plots after cutting.
Types of cutting include:
Main-use felling:
- Clear-cutting — when almost all trees in an area are harvested at once, except for seed-bearing ones left for regeneration.
- Gradual cutting — when an area is logged in several stages so that young trees have time to grow and the cleared area becomes naturally reseeded from the remaining trees.
Intermediate-use felling:
- These have many variations and are either connected to human activities (construction, land clearing) or carried out for the benefit of the forest itself: cleaning, fire prevention, pest control, and other purposes.
Main-use logging is prohibited in the following forest categories:
- Protected forests: reserves, national parks, wildlife sanctuaries, natural monuments, genetic reserves, anti-erosion forests;
- Recreational and health forests: green zones around settlements and resorts;
- Protective forests: areas along and around water bodies, protective belts along highways and railways.
The Rules also highlight territories where rare tree species, such as Karelian birch, grow. Special requirements apply to logging in such areas.
Attention is also given to the protection of wildlife. For example, logging is prohibited in habitats of rare animal species, as well as the cutting of trees with hollows or nests.

Forest Code of the Republic of Belarus
The Forest Code is a comprehensive legislative act covering all aspects of human activity related to forests, including:
- Forest use — largely overlaps with the Forest Cutting Rules and defines the procedure for allocating plots for logging, the rights and obligations of logging entities, and activity monitoring.
- Forest management — with particular emphasis on accounting and distribution of forest resources.
- Forest protection and security — measures taken by authorities and individuals to prevent and monitor violations that may harm forest resources, along with penalties.
- Forest regeneration — articles devoted to reforestation and afforestation, including seed production and conservation of the genetic pool of forests.
- Public participation — regulation of the involvement of citizens and organizations in forest conservation efforts, such as the creation of school forestry units.
